Case Study: Norwegian Search and Rescue Helicopter Capability

Our knowledge of integrated aircraft test and evaluation led to multiple contracts supporting the Norwegian Ministry of Justice to acquire a new search and rescue helicopter capability.

The challenge

The Ministry of Justice (MoJ) is responsible for SAR helicopter operations in Norway and needed to replace the existing Sea King capability operated by the Royal Norwegian Airforce (RNoAF).​

The MoJ required:​

  • Focused test support to the tender and systems engineering process​.

  • An integrated test program that delivered the necessary decision support for acceptance and introduction into service.

  • A test program that assured quality while sympathetic to cost and schedule demands.

The solution

In the pre-contract phase of the project Nova Systems supported:​

  • Competitor preview testing​;

  • Tender evaluations​;

  • Development of the contracted test program​.


In the contract phase:​

  • Test program management​;

  • Developmental Test and Evaluation and Acceptance Test and Evaluation test conduct and reporting​;

  • Systems engineering leads​.


In the delivery phase:​

  • Operational Test and Evaluation management;

  • Major technical risks were addressed rigorously prior to contract removing them as schedule, cost and political risks after signature;

  • The integrated program reduced the schedule impact of the T&E phases while assuring the quality of the replacement and final capability;

  • The new Norwegian Search and Rescue Helicopter Capability remains on track to be achieved on time comparing favourable to other major Norwegian projects
